Presentation of the book, “The Governance of Public Safety and Justice in the Diverse Society”

The Justice and Safety Community Programe, run by InNODS, is presenting the book, “The Governance of Public Safety and Justice in the Diverse Society” within a Seminar on Needs and Challenges of Police Training in Spain and Europe, on April the 29th in the School of Laws of the Universidad Complutense de Madrid (Spain).  The event will also introduce the recently created European Platform of Police Studies of the Justice and Safety Community Programme.

Jornadas sobre necesidades y retos de la formación en la policía en España y Europa. Presentación del libro “La Gobernanza de la Seguridad y la Justicia en la Sociedad Diversa”

El Programa Comunitario de Seguridad y Justicia organiza para el día 29 de abril una Jornada sobre La Formación de la Policía en España y Europa, Estado de la Cuestión.  La Jornada se celebrará durante toda la mañana en el Salón de Grados de la Facultad de Derecho de la Universidad Complutense de Madrid.  Al mismo tiempo presentaremos el libro “La Gobernanza de la Seguridad y Justicia en la Sociedad Diversa”, fruto del proyecto europeo Sustainable Safety Governance.  Servirá también para presentar a los asistentes la Plataforma Europea de Estudios Policiales.

En la Jornada colaboran la Facultad de Derecho de la UCM, el Instituto de Ciencias de la Administración (ICCA) de la UCM, las asociaciones ANJEPOL y UNIJEPOL y otras entidades de carácter policial.

InNODS organises International Conference on Governance of Public Safety and Justice

InNODS, together with Arganda del Rey City Government, organises the International Conference on Governance of Public Safety and Justice, to be held in Arganda del Rey (Spain) between the 19th and the 21st. of November of this year.  The International Conference is the ending event of Sustainable Safety Governance, an European project implementing innovative models of public safety and justice governance.  During the International Conference, experts and pratitioners from different countries will discuss the results of this project and future perspectives of innovation in public safety, justice, and management.

InNODS participa en la Escuela de Verano de la Universidad Complutense de Madrid

InNODS impartirá varias sesiones en un curso de verano de la UCM que aborda “Nuevos Modelos de Gestión Integral de la Justicia y la Seguridad Ciudadana”. El curso se celebrará del 7 al 24 de junio en Madrid.  La participación de InNODS se centrará en un análisis de las buenas prácticas e innovaciones en métodos de gestión y organización de la seguridad ciudadana y justicia de proximidad en el Mundo.

InNODS will deliver several talks in a Summer Course of the UCM, which approaches “New Models of Integrated Management in Public Safety and Justice”. The course will be held between the 7th and the 24th of June in Madrid. The participation of InNODS will deal with good practices and innovations in methods of management and organization of public safety and community justice throughout the world.

A new training programme for a Sustainable Safety Governance

InNODS is delivering, together with the Universidad Complutense de Madrid (UCM), a series of seminars and workshops for public officers participating in the Sustainable Safety Governance (SSG) programme.  The goal of this training programme is to bring innovative models of public safety, justice, and community governance to those public officers participating in setting up a new model of sustainable community governance for justice and safety in a neighborhood of the city of Arganda del Rey (Spain).

Sustainable Safety Governance: A new European Model of Community Governance for Public Safety in a Diverse Society will have the operational center in Arganda del Rey, Spain

InNODS, together with the Public Safety Community Program, will participate in the Sustainable Safety Governance project, to develop a new European model of governance for public safety in a diverse society. The project is aimed at a new arrangement of services and resources towards a more effective and cost-efficient public-private inter-organisational collaboration and better public satisfaction. It is based in principles of sustainability and diversity of the social capital in our present European cities.  It will use an innovative model of integrated management centred in the relationship with the community, pro-actively fostering its participation to promote public safety, justice, and co-existence.

Main actitivies will be carried out in Arganda del Rey (Spain), with studies on the potential applications of the System in Barcelona, Madrid, Lisbon, and Berlin.  The Council of Arganda del Rey is the coordinating institution, with the following organizations as official partners: InNODS, CEPS Projectes Socials (Barcelona), Public Administration Department of Universidad Complutense de Madrid, the QuartiersManagement Programme  of Berlin City Council, the Social  Sciences Institute of Lisbon University, the Higher Institute of Police Sciences and Home Security (ISCPSI) of Portugal National Police, and Madrid Municipal Police.

The project just gained European funding through the ISEC programme (Prevention and Fight against Crime) of the General Directorate of Home Affairs of the European Commission.

Gobernanza Sostenible de la Seguridad Ciudadana: 

Un nuevo Modelo Europeo de Gobernanza Comunitaria para la Seguridad Ciudadana en la Sociedad Diversa tendrá el centro de gravedad en Arganda del Rey, España

El Programa Comunitario de Seguridad Ciudadana, de la mano de InNODS, participará activamente en el proyecto Sustainable Safety Governance (“Gobernanza de la Seguridad Sostenible”), que  desarrollará un nuevo modelo europeo de gobernanza para la seguridad ciudadana en la sociedad diversa.  El proyecto parte de una ordenación de los servicios y recursos hacia una organización inter-sectorial público-privada más eficiente, eficaz, y al mismo tiempo de mayor satisfacción ciudadana, basada en conceptos de sostenibilidad y de diversidad del capital social de nuestras sociedades europeas actuales.  Para ello utilizará  un  modelo innovador de gestión integral centrada en la relación con el ciudadano en su comunidad, potenciando pro-activamente su participación para la promoción de la seguridad, la justicia y la convivencia.

Las actividades principales se realizarán en Arganda del Rey (España), con estudios sobre la aplicación potencial del sistema en Barcelona, Lisboa, y Berlín. La entidad coordinadora es el Ayuntamiento de Arganda del Rey. Entidades colaboradoras son el Institutito Internacional de Innovación en Organización y Desarrollo Social (InNODS), CEPS Projectes Socials (Barcelona), el Departamento de Administración Pública de la Universidad Complutense de Madrid, el Programa de Gestión de Barrios de Berlín, el Instituto de Ciencias Sociais de la Universidad de Lisboa, el Instituto Superior de Ciencias Policiales y de Seguridad Interna  de la Policía Nacional de Portugal, y la Policía Municipal de Madrid.

El proyecto ha obtenido financiación europea a través de programa ISEC (de Prevención y Lucha contra el Crimen) de la Dirección General de Interior de la Comisión Europea.

New Inter-Organisational Relations & Change Group

InNODS created a new group to discuss and debate the new models of inter-agency organization.  We believe that inter-organizational development is one of the main challenges for the future of public services, whether they are delivered by public or private organizations or both.   Right now there is a growing awareness on the limitations of the collaboration among public and private institutions and on the need to find new inter-organizational models to provide better services, in many countries around the Word.

We want to contribute to foster this issue at international level by opening a space of debate, exchange of information and experiences on it, and to find new international collaborative oportunities, methods, and resources.

Good evaluation of the European Commission to the “Security in Diversity” project

Good news from the Public Safety Community Programme (in Madrid, Spain).

The European Commission did a very positive evaluation to the European project of applied research (“Security in Diversity”) and congratulated the project coordinators for the excellent work.  The evaluation underlines the usefulness of the methods designed for public safety and justice officers and social practitioners working at ground level, and for operational coordination among them.  The project coordinators extend this congratulation to all people and institutions who collaborated to reach this collective success.

The conclusions of the EC evaluators state that ” The project offered a good opportunity to explore more and develop crime prevention and security in highly diverse social and cultural contexts.  An appreciable research was undertaken with study visits and expert meetings at the European and International level to exchange best practices and information. Nearly 400 experts were consulted or involved in the project which shows a good level of organization and implementation.  Two interesting books were prepared and published on the concepts, methodology and cooperation and, coordination mechanisms for experts coming from judiciary, law enforcement, and social sector.  Moreover, the Practitioner’s Handbook is a valuable tool to be used on the grounds.  It specifies roles and possible actions to be undertaken in relation to primary, secondary and tertiary prevention, including prevention of recidivism and re-vic timization. Design of models on public safety was meant in the context of social cohesion and integration.  Diversity was seen as a resource, positive value in the context of empowerment of disadvantaged groups for neighborhood development. It is appreciated that the initiatives assessed during the project were done from the perspective of their effectiveness and efficiency to achieve the objective of crime prevention.  Another positive point related to the combination of research and operational activities.”

The evaluators recommend the organizers to send the materials to the European Platform on Crime Prevention Initiatives – EUCPN.

The PSCP continues working on these methodologies at local and national levels.   InNODS is committed with the PSCP to promote them at international level, fostering a programme on good practices and innovations in governance for public safety and justice in a diverse society.  To do so, we are inviting entities from countries such as England, Holland, USA, Brazil, Spain, Portugal, and Germany, working in pioneer projects of international reference.  In the InNODS sites you have information available on this International Programme (http://www.innods.net/index_archivos/Page353.htm).
